Bauchi State to establish Institute of adult and non-formal in Kirfi as bill passes second reading at Assembly

A bill for a law to provide for the establishment of the Institute of Adult and Non-formal Education Kirfi sponsored by Hon. Abdulkadir Umar Dewu representing Kirfi has passed second reading in Bauchi State House of Assembly.

Leading debate on the Bill, Hon Abdulkadir Umar Dewu explained that the rising number of people without education is frightening and the greater challenge is in the Non-formal education sector with over 40 million adult non-literate population hence the establishment of of Adult and Non-formal education in the country is premised on the fact that it can help to bridge the existing gap and improve the numerical deficiency to a reasonable height.

Hon. Abdulkadir Umar Dewu further explained that the only Adult and Non-formal Education Institute in Kangere has been upgraded to College of Education Kangere.

“Based on this development, there is need to reestablish another one in order to meet the promise of delivering the Education For All (EFA) initiative, a programme led by UNESCO which is aimed at the learning needs of all children, youth and adults.” He added.

The Member further explained that the Bill is intended to crave for legitimate establishment of the Institute in Kirfi Local Government Area so that the combined population of the axis and the entire State will continue to reap the huge benefits derivable from the Institute.

Some of the proposed courses in the Institute include, Certificate in Adult and Non-formal Education, Certificate in Social Welfare and Development, Certificate in Cooperative Studies, Certificate in Information and Communication Technology, Diploma in Social Administration/Social Development, Diploma in Community Development and Adult Education, Diploma in Cooperative Studies, Diploma in Psychology, Diploma in Sociology, Diploma in Social Rehabilitation and Health Promotion, Diploma in Peace and Conflict Resolution, Diploma in Crime Management and Prevention, Diploma in Entrepreneurship Development, Diploma in Public Adminstration, Diploma in Home Management, Diploma in Social Works and Administration, Diploma in Information and Communication Technology and Remedial Programmes.

After Speaker Rt Hon. Abubakar Y Suleiman puts the motion to voting, members unanimously voted in favour and the Clerk of the House Umar Yusuf Gital Esq was asked to carryout the first reading of the Bill.

Consequently the Bill passed second reading after the sponsor Hon. Abdulkadir Umar Dewu moved a motion and the Honourable House approved.

The Speaker of the House Rt. Hon. Abubakar Y Suleiman refer the bill to the House Committee on Education for further legislative processes.
