Summary of proceedings during the plenary of Bauchi State House of Assembly presided over by Speaker Rt. Hon. Abubakar Y Suleiman (Dangaladiman Ningi) today, 28th July, 2020:
1. Votes and proceedings of Wednesday 21st July 2020 was adopted by the Honourable House as moved and seconded by the Majority Leader Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency) and Minority Leader Hon. Bakoji Aliyu Bobbo (Chiroma Constituency) and voted by the members.
2. Under matters of urgent public importance Hon Bala Abdu Rishi (Lame Constituency) raised an alarm on the situation of Magama -Rishi-Rahama-Saminaka road which he said is in critical condition.
According to him many bridges on the road such as Gadar Jamilu are at the verge of collapse.
“In Rahma at the border with Kaduna State the bridge is washed away by water, whenever the situation worsened and nothing is done, it will cause havoc.” He explained
Hon. Bala Abdu Rishi therefore called on the Honourable House House to urge the Government to as a matter of emergency come to the rescue of the people of the area.
In his contribution Speaker Rt. Hon. Abubakar Y Suleiman said the road which linked Bauchi and Kaduna States is a busy road and very important to the States. Thus, according to him, there is serious need for government intervention.
Hon. Yusuf Muhammad Bako (Pali Constituency) commended the member for moving the motion, saying despite the economic situation the road should be repaired because of the of its economic importance.
He added that of the road is not repaired the agricultural produce and animals can’t be transported to Bauchi State from the area but rather to Kaduna State which means the State will lose a lot whenever the road is cut off. He urge the House to send a committee to see the situation and report back.
However, Deputy Speaker Hon. Danlami Ahmed Kawule opined that the motion needs urgent attention thus the matter shouldn’t be referred to any committee.
Hon Bakoji Aliyu Bobbo Chiroma Constituency seconds the opinion of Deputy Speaker that the matter be immediately refer to the executive bill.
The Honourable House adopted all the prayers of the motion.
3. Report of the House Committee on Budget and Appropriation on Covid-19 revised 2020 Budget was laid by the Chairman of the Committee Hon. Abdulkadir Umar Dewu.
The Committee recommended that Bauchi State Board of Internal Revenue should be directed to explore other potentials revenue areas such as mining, agriculture, commerce and industry for a sustainable economy in the State, also the State Government and federal government should provide conducive atmosphere for Public Private Partnership in mining, agriculture, tourism
The Appropriation Committee also recommended that Promote Small Medium Enterprises and cooperative societies for human and economic development of the State, also, Government should ensure fund appropriated for cushioning the effect of covid-19 judiciously utilized and any official found misappropriating the fund should be prosecuted.
Similarly, the Committee suggested that Government should pay attention to capacity development of civil servants through training and training and increase commitment to provide conducive atmosphere for development partners through timely payment of contributions and logistics
Furthermore the House Committee on Budget and Appropriation recommended that Government should continue to provide all requisite wherewithal for all House standing committees for smooth operation especially of their oversight functions to ensure transparency and efficient and effective governance and service delivery.
It further recommended thatGovernment should give more priority to health sector by upgrading all facilities in all hospitals across the State to forestall the incidences of known and unknown diseases
The Committee suggested that the House should commend the State Governor Senator Bala Mohammad should be commended for presentation of excellent revised budget document.
The Committe therefore recommended that the sum One Hundred and Twenty Nine Billion, Eight Hundred and Fifty One Million, Five Hundred and Forty Five Thousand, Three Hundred and Eight Naira Only (N129,851,545, 380) should be considered and adopted.
Sixty Eight Billion, Nine Hundred and Eighty Five Million, Eight Six Thousand Five Hundred and Thirty Five Naira Only (N68,985,86535) is for recurrent expenditure which represent 53% while the sum of Sixty Billion, Eight Hundred and Sixty Six Million, Four Hundred and Fifty Eight Thousand, Eight Hundred and Forty Five Naira Only (N60, 866,458, 845) is for capital expenditure representing 47% of the total budget of the year 2020.
4. After the Honourable House adopted all the recommendations of the Appropriation Committee on the proposed Bauchi State Covid-19 revised budget 2020, Majority Leader of the House Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency) requested that the bill should undergo third reading, he was seconded by Minority Leader Hon Bakoji Aliyu Bobbo of Chiroma Constituency.
After Speaker put it to voting and members voted in favour, the Clerk of the House Umar Yusuf Gital Esq read the bill for the third time.
The Honourable House unanimously passed the proposed Covid-19 revised budget 2020 into law and the Speaker directed Clerk of the House to transmit clean document of the Budget passed to the Executive Arm for assent.
5. Report of the House Committee on Health and Human Services on Bill to amend the long title of College of Nursing and Midwifery Bauchi was laid by the Chairman of the Committee Hon. Bello Sarkin Jadori.
The Committee recommended that the long title of the College should be amended to read Aliko Dangote College of Nursing Science and for related matters.
After the House adopted the recommendations of the Committee, the Majority Leader of the House Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency) called for third reading of the bill and was seconded by Minority Leader Hon. Bakoji Aliyu Bobbo (Chiroma Constituency).
After the Members approved, Speaker Abubakar Y Suleiman directed the Clerk to carryout the third reading and the bill was unanimously passed into law.
6.Report of the House Committee on Health and Human Services on Bill for a law to amend the long title of the law establishing College of Health Technology Ningi and for matters connected therewith was laid by the Chairman of the Committee Hon Bello Sarkin Jadori.
The Committee recommended that the name of the College shall now read Bill and Melinda Gates College of Health Technology Ningi.
After the Honourable House adopted the recommendation among others, Hon. Tijjani Muhammad Aliyu (Majority Leader/Azare/Madangala Constituency) moved that the bill should undergo third reading and was seconded by Hon. Bakoji Aliyu Bobbo (Minority Leader/Chiroma Constituency)
Speaker Abubakar Suleiman put it to voting and upon approval by members, he directed Clerk of the House Umar Yusuf Gital Esq to read the bill for the third time.
The Honourable House unanimously passed the bill into law.
7. Report of the House Committee on Environment on devastating effect of soil erosion in Giade Local Government was laid by the Chairman of the Committee Hon Musa Wakili Nakwada Bogoro Constituency.
The Committee recommended that State Government should embark on massive planting of trees to minimize soil erosion in the area, provide drainages both in Giade and surrounding villages to avoid flooding that increased the negative effect of the soil erosion in the area and liaise with the federal Ministry of Works to reconstruct the washed away portions of Kano-Kari road to avoid imminent collapse of some sections of the road.
Furthermore, the Committee recommended that Messrs BWAKO Big. Ltd that undertook the construction of Giade, Jugudu to Kurba road up to Basirka should be invited back to site to effect necessary repairs on the r oad or face sanction.
The Honourable House adopted all the recommendations of the Committee as moved and seconded by Hon. Musa Wakili Nakwada Bogoro Constituency and Hon. Gazali Abubakar Ganjuwa East Constituency.
8. A motion calling on the State government to hasten the completion of road construction from Kamfanin Kutare in Ganjuwa Local Government to Kirfi in Kirfi Local Government was moved by Hon. Gazali Abubakar Wunti (Ganjuwa East Constituency).
Leading the debate on the motion, the Hon. Gazali explained that the construction of the road was awarded by the Bauchi State Government in order to cushion the hardship the people of the areas are experiencing due to poor road network which he said has reached 60% completion level but due to some reasons the work has stopped.
He therefore felt imperative to draw the attention of the present administration to come to their rescue in view of the failing if some sections if the road as there are areas which are ended by the ever flowing and surge of water especially during rainy season.
Hon. Gazali Abubakar explained that the road if completed will help the people of the area in conveying their goods and services, sick persons, create job opportunities and curb the menace of rural urban migration.
He therefore called on the Honourable House to urge the State Government to mobilize the contractor handling the construction of the road to resume work immediately and if the company fail to resume without cogent reason, government should revoke the contract and re-award it to more serious company that will complete the project within the stipulated period.
The Honourable House unanimously adopted all the prayers of the motion.
9. Majority Leader of the House, with Happy Sallah wishes to Members and Staff of the Assembly, moved that the Honourable House should adjourn to Tuesday, 4th August, 2020. With same Happy Sallah wishes to the Members and Staff of the House, Minority Leader Hon. Bakoji Aliyu Bobbo seconded the Motion.
The Members unanimously approved that the Honourable House adjourn to Tuesday 4th August, 2020.
