Summary of proceedings during the plenary of Bauchi State House of Assembly presided over by Speaker Rt. Hon. Abubakar Y Suleiman (Dangaladiman Ningi) today, 9th July, 2020:

  1. Votes and proceedings of Tuesday 6th July, 2020 with corrections are adopted by the Honourable House as moved and seconded by Majority Leader Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency) and Minority Leader Hon. Bakoji Aliyu Bobbo (Chiroma Constituency).
  2. Bill for a law to amend long Tittle of AD Rufa’i College of Legal and Islamic Studies Misau Law 2008 and for other matters related therewith to read AD Rufa’i College of Education, Legal and General Studies sponsored by Hon. Bakoji Aliyu Bobbo (Minority Leader/Chiroma Constituency) was put for first reading.

Hon Bobbo moved that the bill should go for first reading and was seconded by Hon. Baballe Abubakar Dambam (Dambam/Dagauda/Jalam).

After the Speaker put the motion to voting and members unanimously voted in favour, Clerk of the House Umar Yusuf Gital Esq read the bill for the first time.

  1. Hon. Bakoji Aliyu Bobbo Chiroma Constituency moved that the bill should go for second reading and was seconded by Hon Baballe Abubakar Dambam (Dambam/Jalam/Dagauda) and after the members approved the motion, Speaker Abubakar Y Suleiman directed the Clerk of the House Umar Yusuf Gital to carryout the second reading of the bill.

After the bill passed second reading, Speaker Abubakar Y Suleiman refer the bill to Education Committee and give them 3 days to report to the House.

  1. Hon. Musa Wakili Nakwada Bogoro Constituency moved a motion calling on the State Government to construct a road from Lusa, Mbal, Sur, Banram to Tadnum in Bogoro Local Government.

Moving the motion, Hon Nakwada explained that the road is in dilapidated condition and becomes completely blocked and impassable during rainy season which is leading to cut off of so many social interactions among these communities thereby causing hardship to motorists. He added that the economic and social development of the area is being disrupted by the condition of the road which greatly affect the people of the area in term of access to markets, schools, hospitals and farmlands.

Hon Nakwada call for urgent government intervention to save the situation which he said will boost the economic activities of the area and increase access to education, markets and farmlands.

While thanking Governor Bala Mohammad for his pledge to award a contract for the construction of Bogoro-Lusa-Malar road from Boi-Tapshin Bogoro Local Governmet, the member prayed that the House will call on the Executive Arm to construct the road.

Contributing to the debate on the motion, Deputy speaker Hon. Danlami Ahmed Kawule (Zungur/Galambi Constituency) suggest that the motion should be approved and the House should refer the matter to the Executive for the immediate construction of the road.

However, Hon. Bello Muazu Shira (Shira Constituency) explained that all 20 LGAs of the State need roads construction. He sited his Local Government of Shira in which the State Government didn’t construct a single road. He therefore suggest that the House should rather call on the State Government to consider all Local Governments in roads construction.

But Majority Leader Hon Tijjani Aliyu observed that the motion moved by Hon. Nakwada is a personal motion, as such, if there is need of another road, a separate motion should be made.

Speaker Abubakar Y Suleiman concurred with the Leader and ruled that Hon Bello Muazu Shira should come up with separate motion on the matter.

On his part, Hon. Saleh Hodi Jibir (Disina Constituency) reminded the House on a motion he moved on a road construction that will cut across two Constituencies of Shira Local Government. According to him, up to now nothing is done on the matter. He therefore urged the House to send a reminder to the Government on his motion.

The Honourable House unanimously adopted the prayers of the motion.

  1. The Honourable House adjourned to Tuesday 14th July, 2020 as moved and seconded by Majority Leader Hon. Tijjani Muhammad Aliyu andand seconded by Minority Leader Hon. Bakoji Aliyu Bobbo.
