BAHA Plenary 15 June 2020
Summary of proceedings during the plenary of Bauchi State House of Assembly presided over by Speaker Rt. Hon. Abubakar Y Suleiman (Dangaladiman Ningi) today, 15th July, 2020:
1. Votes and proceedings of Tuesday 7th July 2020 was adopted by the Honourable House as moved and seconded by the Majority Leader Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency) and Minority Leader Hon. Bakoji Aliyu Bobbo (Chiroma Constituency) and voted by the members.
2. A bill for a law to provide for the establishment of the Institute of Adult and Non-formal Education Kirfi sponsored by Hon. Abdulkadir Umar Dewu (Kirfi Constituency) was moved for first reading by the sponsor.
According to Hon Dewu the rising number of people without education is frightening and the greater challenge is in the Non-formal education sector with over 40 million adult non-literate population hence the establishment of of Adult and Non-formal education in the country is premised on the fact that it can help to bridge the existing gap and improve the numerical deficiency to a reasonable height.
Hon. Abdulkadir Umar Dewu further explained that the only Adult and Non-formal Education Institute in Kangere has been upgraded to College of Education Kangere.
“Based on this development, there is need to reestablish another one in order to meet the promise of delivering the Education For All (EFA) initiative, a programme led by UNESCO which is aimed at the learning needs of all children, youth and adults.” He added.
The Member further explained that the Bill is intended to crave for legitimate establishment of the Institute in Kirfi Local Government Area so that the combined population of the axis and the entire State will continue to reap the huge benefits derivable from the Institute.
After Speaker Rt Hon. Abubakar Y Suleiman puts the motion to voting, members unanimously voted in favour and the Clerk of the House Umar Yusuf Gital Esq was asked to carryout the first reading of the Bill.
3. A bill for a law to provide for the establishment of the Institute of Adult and Non-formal Education Kirfi passed second reading after Speaker puts it to voting and members appointed. Thereafter the Clerk of the House Umar Yusuf Gital Esq conducted the second reading of the bill.
4. Report it’s the House Committee on Education on a bill for a law to amend the A.D. Rufa’i College of Legal and Islamic Studies Misau Law 2008 was laid by the Chairman of the Committee Hon. Babayo Muhammad (Hardawa Constituency).
According to the report of the Committee the bill intended to change the nomenclature of the College to A.D. Rufa’i College of Education, Legal and General Studies Misau in order for the structure and administration of the College to conform with contemporary reality and to fulfill one of the preconditions to be enrolled in the list of TETFUND beneficiary institutions in the State.
The Education Committee further observed that amending the College Law will provide additional opportunity for introducing more certificate, diploma and degree programmes.
Therefore the Committee recommended that the Honourable House should adopt the Bill as amended.
After Speaker Abubakar Y Suleiman subjected the recommendations to voting, the Honourable House adopted the them as amended.
Thereafter, sponsor of the Bill Hon. Bakoji Aliyu Bobbo Chiroma Constituency requested that the Bill should undergo third reading. He was seconded by the Majority Leader Hon. Tijjani Muhammad Aliyu (Azare/Madangala Constituency).
Speaker Abubakar Suleiman then put the motion to voting and the House approved. The Clerk of the House Umar Yusuf Gital Esq called the Bill for third reading.
The Honourable House unanimously passed the bill into law.
5. Report of the House Committee on Budget and Appropriation on a Bill for a law to establish the Bauchi State Public Procurement Bureau 2020 was laid by the Chairman of the Committee Hon Abdulkadir Umar Dewu Kirfi Constituency.
After presentation of the findings and recommendations of the Committee, the Honourable House adopted them.
Thereafter, the Majority Leader Hon. Tijjani Muhammad Aliyu (Azare/Madangala) requested that the Bill should undergo 3rd reading.
After the Honourable House approved the motion, the Clerk of the House Umar Yusuf Gital Esq conducted the 3rd reading.
The Honourable House passed the bill into law.
6. The Honourable House adjourned to Tuesday 21st July, 2020 as moved and seconded by Hon Tijjani Muhammad Aliyu (Majority Leader/Azare/Madangala Constituency) and Hon. Bakoji Aliyu Bobbo (Minority Leader/Chiroma Constituency).
